Regarding the fuel milage difference, to ensure your engine is in optimum tuned condition, I'd take it to a very qualified SAAB tech in your area. You may have a too rich fuel air setting. It may be that one of the components needs to be replaced. The air mass meter is a common replacement item to address many fuel related issues. Perhaps even something as simple as the O2 sensor. The other possibility is that with increased power, you also get lower fuel milage in city driving.
As far as the fan kicking on sooner - the increase in power also means an increase in engine heat. So to ensure that engine doesn't suffer from heat related issues, SAAB upgraded the cooling system to respond quicker to heat buildup. The previous owner may also have installed a lower temp fan switch (180F), which is a common modification to the 16V engine.
