Hissing sound around driver's side speaker on dash

Can anyone give me an idea what could be causing a hissing sound from around the speaker on top of the dash on the driver's side. This started a few days ago. My first guess it's something to do with the heater core and lines that run in that area, but it doesn't seem to be affected in any way by changing any of the heat/AC control knobs. It only goes away when I turn the car off.
So far it hasn't caused any problems, but experience tells me not to neglect it.
Also, I can't imagine that this is related, but its possible. In the last couple of days I've also noticed that when I have my foot on the brake pedal and turn off the car, the brake pedal seems to push back up. It doesn't just stiffen like you would expect because the power braking system is off, it actually seems to move and push my foot back up (away from the floor board).
I've never noticed this before and I usually have my foot on the brake when I turn the car off.
If anyone has any similar experience and can tell me what these two things might be, please let me know.
