when I had this idle issue in my 87, there were two things that ultimately solved the problem.
First and foremost was changing all the vacuum lines. I ended up plugging the line to the vacuum reservoir completely, rendering my climate control vent selector completely inop.(not a huge deal depending on where you live. If you ride with the windows down most of the time be sure to leave it on defrost before you disconnect it) The reason that I do this is to isolate all under dash vacuum from the equation(exluding the APC and boost gauge hoses under the dash) which it seems you have already found.
After doing that, my idle was still oscillating from 1200-1 Finally bought the bullet and purchased a rebuilt AMM. This cured the problem now starts and idles at 950 or so. Even rebuilt ones are expensive and the best way to test is to find a fellow saaber w/a known good to swap momentarily. BTW if you can afford a brand new Bosch AMM go for it($300?). I have heard of more then a few sketchy AMM's from rebuild companies, on both saab and non. If you are in the washington d.c. area ever you're welcome to swap in mine.
ps do not swap out different meters for testing purposes. You can fry both the meter and the ecu(so i've heard)
