I would clean the throttle body intake, set the throttle plate in the closed position, test the TPS, set the TPS if it is OK ( if not, then replace it ), and finally adjust the timing. Bentleys has pretty good procedures on all those things.
Just a note that the screw for the thottle plate is only used to keep it from going over center the wrong way -- it is not used to increase or decrease the rpms. When you have cleaned the throttle body, then operate the screw to see how it is engaging, and make sure it is not influencing an increase in throttle plate opening.
It should run better with time as the ECU gets used to the settings. Hope this helps.
