The block heater is located in one of the "frost plug holes" under the exhaust manifold. I believe these holes are actually where the sand is removed from the casting of the head. If you can get at it, check the wire. Sometimes it gets pulled off the unit. (ever drive off with the block heater still plugged in ?)Sometimes it melts if it touches the manifold. An alternative is a battery blanket (the small electric ones sold at Can. Tire) Cheaper is just an normal light bulb (non fluorscent type) onder the hood.You could also bring the battery indoors at night or move to California for the winter !
