I can tell you the easy way I fixed it...

...remove the panel entirely, then remove the channel.
Buy plastic screws that fit through the square holes in the fender.
Buy wingnuts that fit the plastic screws.
Remove the Saab plastic bits that fit in the square holes and act as anchors.
Grind the wingnuts heads flat on two sides and use hot glue to cement flat pegs to either side of the head to prevent rotation of the screws.
Place the screw through the channel backwards and hot glue everything in place so the screw head is blocked and cannot turn.
Place the channel into the fender flair.
Lube the tips of the screws with oil or anti-seize.
Place the fender flair in position and gently make the screws go into the fender holes.
From inside the fender, try to get your arm up and tighten the wingnuts onto the screws.
Re-install all the other screws and bolts.
Enjoy.
This is a 1/2 hour job if you have long arms, and a 2 hour job if you have short or thick arms.
