As the engine gets on the upper end of HOT on your year the t-stat will try to shut off the water going to the car interior heater to force more water flow through the radiator. The radiator is partially plugged or the electric fan is not coming on at the lower engine hot temperature. Going around town while the car is moving has enough air flow (if the fan is not working) to cool water in radiator or..enough water flow (even with a partially plugged radiator) due to the increased engine RPM when the car is moving. The only way to tell which is the problem is to note if you see or hear the fan is coming on...I bet you have not heard it lately.....if not, then turn to testing fan temperature switch at outlet of radiator.....careful not to overheat engine at this point in the game.
