I also have the 85 base CIS system. If you have spark and fuel when the engine will not start I would suggest looking at the thermo time delay switch which is screwed into the cylinder water jacket between cylinder #2 and #3...right between the center air manifold channels. It has a temperature electrical switch which shorts one of the two top connector wires to the car engine block when it is cold for starting. More information which might help is listed below. AKA I think too much gas mixture but can be caused by:
1. thermo time switch
2. warm up regulator
3. failed frequency control valve
