It didn't get the name "Hooter when it's busted" valve. Hooting is normal. Yes, some cars hoot louder than others. That sound comes from air resonances as the valve opens and dumps air back into the intake. That will depend on some very minor differences in the intake, how fast the valve operates, how the tubes are running, how loud your exhaust is, and your hearing.
I'll tell you how I tell if the valve is working - I take my foot off the gas abruptly at high boost, if the engine stumbles or stalls, I suspect the valve. To check it, I pull the thin line off the intake manifold and suck on it - if the valve holds vacuum, the diaphram is OK. If I can pull air, the diaphram is shot. Could the diaphram be OK but the valve stuck? Yes, but rare.
I've had a bunch of turbo Saabs, and I've only heard the valve on one of them. Go figure.
