you mean that it wasn't catching, or firing, then that rules out the heavy electrical stuff.
if it truely will not turn over, as in, engine rotating as a result of the starter motor, then further diagnosis is required. as stated, charging circuit, leads, battery itself (although people are quick to throw a battery at a car without looking at why it died), connections, etc.
if starter is working good and healthy, then it is either turbo hose blown off, or hall sensor wiring? or similar causing fuel pump not to activate (it's an earlier turbo, not sure if lh or cis, and i know nothing about cis). checking for a regular spark is a good place to start. fuel pump relay could be a culprit, and checking if the fuel pump runs while cranking is also a good place to start. big vacuum leaks can cause no-start, but usually the kind of no-start that some partial throttle will get it running.i'm thinking of manifold grommets popping out, for example.
