I'd start with the wastegate - that sounds highly likely. Anything else - like a stuck open BPV or some other vacuum leak or some massive exhaust leak before the turbo you'd suffer other issues. Given how many problems I've personally had with the wastegate on the Mitsu turbo, I'd look there. You could also, I suppose, have broken WGA which is stuck, forcing the wastegate open... This definitely isn't an electrical issue - there is almost certainly a physical problem.
