You'll get differences of opinion here. I'm a believer in using a proper sealant. I run a thin bead around the entire rim. It's really needed (so says Bentley) and the low edge near the exhaust manifold and at the cutouts (half-moons) on the transmission side. I don't see a reason not to put some on the upper edges, also. If you do everything perfect, it won't leak with minimal sealant. I gave up on doing everything perfect a few years back. A thin bead of sealant is good insurance.
It is critical to clean the surfaces - both the head and the valve cover, or it will leak.
I don't use RTVs. I use Loctite 518 sealer. It is an anaerobic curing sealer that is oil-proof and can be removed the next time I do the gasket. It can be a little hard to get, but worth it. A valve cover gasket job isn't bad, but I hate doing them twice in a week, and I've had to do that with cheap gasket sealers.
