I'm in the same boat as you, Mike. I've got a '91 with the same symptoms. On my car the fuel pump relay and the system relay both sit on top of the ECU in the rightmost side of the passenger's side footwell forward of the "A" pillar. If you sit in the passenger's seat and move your right foot as far to the right as it will go in the footwell you're right about where the ECU & relays are. You'll have to pull down some carpet and remove the sill plate on the passenger's side - maybe even take out the knee bolster if you've got big hands as I do - to get to it/them.
The sequence of events as I understand it is pretty much as has been described - the ECU provides a ground to the fuel pump relay to energize it if there's spark present, and positive power to the fuel pump relay is provided by the System Relay. So in our case, either there's a problem with the relay(s) or there's a problem with the ECU. There's a possibility that there's a problem in the harness, but it's remote.
Get hold of a digital volt/ohmmeter and follow the directions from Tom Townsend's website: http://townsendimports.com/Web/engine_folder/nostart24.htm and you'll solve the problem. I'll be in the driveway all day doing the same thing. <g>
