This is BULL-CRAP. There a geometry that has to be followed when your turning the steering. Saab 900 have the geometry centered. Both tyre rods should be adjusted equally. When turning the wheel the car steering hardware need to have equal lengths to create correct arcing geometry. The best way to check the # of degree is with computer print out showing not only the toe-in , but turning arc, as both wheel have to be able to compensate for the arc of the turn. Another thing is that Saabs have toe-in measured at the rims. Saab shops use an mechanical alignment tool. An optical alignment machine puts the measurement out around eighteen inches from center. Think of parallel lines with a slight toe-in, the futher out from center, the closer the measurement becomes. Optical machine need to add a few degrees for correct toe-in at the rims. With an optical machine, the toe-in is too much, given the eighteen inches that its measured from. I'll try to look for the information that I found on this!
