this is one reason I have an oil pressure gauge on mine...I would buy a cheap one to check your pressure off the pressure sender by the oil filter BEFORE touching the relief valve. You can remove the valve from under the car, (very uncomfortable), but it's an absolute buggeration to get back into place with the engine in the car given the spring tension and how little room you have to screw the valve back in...avoid if at all possible. It's highly unlikely your return pipe is blocked....would have to be a well sludged up motor OR the turbo has already dumped debris into the drainpipe and the sump, (NOT good as it'll get sucked up into the oil pump and wreck your bottom end bearings).
If this was my car, I would check the pressure with a gauge first, then remove and cut open the oil filter looking for debris, then remove and replace turbcharger/remove and clean oil drain in that order. Lotsa luck!
