I've been a Saab owner since '84 when I bought my first Brand New one. Many saabs later I have NEVER seen a Stock saab of any description that does more than touch the Red on the boost gauge.. unless there is a mech problem.
IMO a 'stock' saab that goes to end of Orange is doing pretty darn well.
That's not to say that More is not easily possible, my last one was consistently going to end of red for Years! but that took some serious research, time and effort (surprisingly not much money tho)
Note: that means a genuine solid steady 20 psi and not just some needle bouncing micro seconds long goofy gauge Spike.
It also spun it's tires every single time boost hit intentionally or Not, regardless of gear. First was basically a Russian roulette game. Driving in the wet, not even rain, grew to be V unpleasant. Sliding off of the crown of the road is not 'fun' in urban traffic. Will I do it again? (I could inside of 2 hours work) Not a hope.
Presumably you are buying an old tired car (doh!! it's a 900) I would look long at hard at the condition of the Body, Interior and for the presence of Rust( more than v minor surface rust is valid reason to Run away.. quickly).
And the price had better be low. It is a Saab after All.
Motor running issue is a minor nuisance as these truly are hard to break engines .. we won't talk about the transboxes though. Boost issues can be a broken wire, a failed BPC valve a dead turbo or merely poor setup.. Knowing exactly which, quickly, is what sparates the men from the boys :-)
Gluck.
