I’m ready to do my 210k service on my 91 NA. About 2 years ago (just prior to the 2006 test) did some significant work to replace a burned exhaust valve. I had my injectors cleaned at that time. Still have the original O2 sensor (supposed to be life time on 91). Ignition system seems to be in good shape, timing is EZK so not adjustable and is within spec at idle, good compression, no oil usage, no vacuum leaks, car runs better than ever, getting 28 – 30 mpg commuting. Looking at my emission data, I have been pretty lucky over the last two tests (CO max is 118 and NO max is 799 at 15 mph). I would really like to avoid a failure and have to deal with the State. So I as planning to replace the cat this fall. Would that minimize my risks or, based on the data below, am I wasting money?

I got one vote from Saana88 to replace the O2 sensor but since I know of two overheating incidents, I tried to play it safe and replace the cat first. I did the 30k service about 4k miles ago and also got the Magnaflow 22832 cat which I installed yesterday. Them I went for the test and got the following results

He tried a second time by warming up the cat really well before running the test with slightly better results but still failng for MOX at 15 mph.
So last night I decided to remove the O2 sensor (one those occasions I really don't mind paying the CA sunshine tax since it took me less then 5 minutes to take it out for a sensor that had been in the car for more than 17 years). I spliced in a Bosch 13913 this morning and went for the test again.

So it got a little worse. They ran the 25 mph test in 3rd and that didn't help at all. Especially the O2 seems to be high at lower rpm.
What else could there be? The car runs great, everything seems to work fine and the temp gauge is nornal. It has good power but it seems to have had a NOX problem for a long time now.
The Smog guy has been real good to work with (I have 4 cars that need Test Only Smog Checks every 2 years and I have worked with him for 10 years). He suggested a guy in Agoura that has some experience in this field and gave me the CA application for repair assistance.
It looks like I will have to go that route since I'm stumped. I have gone trough some searches and I think that I covered all the basics. I would be curious to hear any other suggestions.
