No, it isn't normal, but it can be a result of a few things.
1) What gas are you putting in it? APC cars will function with less-than-premium grade fuel, but they won't like it. Low octane fuel can lead to engine pinging or knocking, which can be heard by the APC, and APC will dutifully pull your boost back to 5 PSI from the usual 10. Huge difference.
2) Check all of your hoses, manifold connections, etc. for leaks. Especially check the large rubber grommets in the inlet manifold. Make sure they retain the hose well.
