I looked into this about 2 years ago after I got my SPG. I'm almost 100% certain that the recall was valid in California only.
I removed the system from my car even though I am in Dallas. I just wasn't comfortable with the extra plumbing, check valves, etc. because my '89 runs just fine without them.
However, I think that a lot of Saabs fail because of high NOx, and if I recall correctly, this is what the EGR system abates, so if you are in an area with emissions testing, it probably wouldn't hurt to keep it installed. I saw new replacement valves for sale somewhere recently.
If instead you want to remove the EGR, you'll want to replace your ECU, which should have a number ending in -582 with a -585 ECU. Otherwise your check engine light will always be on.
Lots of considerations here. You'll also need a block off plate for under the throttle body, but these can be had off a junkyard car or still available from Saab last I checked. Same with the plug in the exhaust manifold.
