Screw the special screwdriver. Use a small vise-grips pliers to loosen the two mounting screws that hold the VR in to the aft (i.e., bumper-facing) face of the alternator. Once you get them loose you can usually turn them out by hand. Pull the VR and inspect the brushes. Virgin brushes are ~3/4" long, I'm guessing yours are well short of that. A search of the board will lead to all manner of posts regarding folks who have fixed VR-related charging problems by replacing the brushes ($3-$6) vs wholesale replacement of VR.
Bottom line-- you don't need to pull the alternator to R&R the VR (or just its brushes).
