The brushes have springs, and I'm sure there is significant variation in the spring rates. These aren't precision devices - their job is to press the brushes against the commutator. Press harder, and it'll wear faster. Also, the brushes wear the commutator. Uneven wear from the last VR can chew up one part of the commutator more than the other, which will chew up that brush of the new VR. I've had rough commutators chew through new VR brushes in short order.
If you've got a short brush (sounds like a personal issue), replace the VR.
