RPMS drop very low when upshifting

1993 900 turbo:I had a boost problem before but the turbo is fine now, all carbon gone. But now shifting into higher gears.. 3rd and up.. lets say I get the rev up to about 3000-3500 and after I shift, the rpmps will drop to 2000, sometimes further. I've managed to get my foot off the clutch quickly in order to step on the gas to save the tranny banging from not enough power.
I think there might be something wrong with engine pressure, gas, intake manifold. Downshifting is a real pain with this problem. I've taken to just coasting and getting the speed low enough to just go into 2nd gear. But as soon as I press the clutch rpms plummet. On the highway today the rpms were very low, 2300-2500 going 55 mph in 4th gear. I couldnt get the engine to rev high enough to put it into 5th. When I shifted to 5th, it dropped down to 2000 rpms and I had to pull over and start again. Im not risking 5th right now.
It will also pop out of gear, but thats a synchros issue.
Someone rebuilt the tranny and clutch. Popping out of gear and having trouble getting into gear seems to be a synchros issue. I'll rev the car in neutral and that really helps getting it into gear. But I think the input/outshaft and the gear ratios are screwed up, but I think the issue with low rpms is a gas issue or maybe its the input/output shafts?
But right now the rpm issue is my biggest concern. With the synchros and the gear ratios, I just have to feel the car and drive according to that and down the line I'll redo the tranny and clutch
