physically check by hand every piece of plumbing between the air mass meter and the cylinder head. You're looking for holes and leaks, any of which will wreak havoc with the injection system, sometimes similar to what you are describing.
Check the Idle valve hoses, and all of the rubber grommets for the things that go into the inlet manifold.
Check the electrical connection to the idle valve (AIC).
If, when you're done with all this, nothing is amiss, then my next question would be how old is the fuel filter? If you don't know, change it. Long ago, there was a bad batch of filters, which would cause similar symptoms.
Another place to look could be the fuel pumps. If your car has the electric pre-pump (16vs up to 89, IIRC), the pre-pump could be bad. To see if this could be the culprit, make sure the tank is full. If it runs "normally" when the tank is full, then the pre-pump is the likely suspect.
