Hi Don,
the emergency brake adjuster are self adjusting, however if they got stuck they didn't move to compensate for the pad wear, so good new bad news. If you are already going to swap new pads in, good news is you won't have to screw the adjuster back in as far. bad news, if you are not going to do that for awhile... you either need to do it to have emergency brakes (or figure out if the thing is really fubar'd?) or leave it and go without.
I've used pbr deluxe and been very happy with them.
