In household or industrial voltages, dielectric grease would make it different from the regular grease in that it's tested to not conduct.
In a car voltage, it doesn't really matter what sort of grease it is.
Basically wire is metal, and unprotected metal corrodes. This is even more so when you have dissimilar metals connected, such as battery terminals or lamp sockets. You clean up the connection, liberally apply some grease, tighten the connections, and it's protected from corrosion as long as the grease lasts.
You would apply it to any bare exposed conductor. As much as you want within reason. Outdoors, it's great on boats, cars, solar powered sites, extension cords connected together for Christmas lights or wet yard work, telephone wiring NIDs, trailer electrical connectors, and so on. In a house, infrequently changed lightbulbs that might corrode into their sockets.
