There will be some improvement in performance with an intercooler. Yes, the reduced intake charge temperature will produce better boost on hot days. The downside is the plumbing is a flow constriction, which reduces power.
If your '83 is stock - 8 valve head, no modified injectors or fuel system, stock APC box - you may see a minor improvement. The intercooler is part of a system, and it doesn't add power without modifying the rest of the system. The 8 valve head was somewhat flow restricted (which is why they went to 16 valves). Changing one bit doesn't really increase the power without modifying the other bits.
Not an expert opinion, but you might see 5 extra hp on warm days with an intercooler. Now, if you're going to mod the rest of the engine (crank the boost, increase the fuel flow, improve the breathing), then the intercooler is an important part. However, if it's an original 225K engine, it might not be the best candidate for major power increases.
