I had the same problem, no heat to the Passenger seat.
The heat circuit had power, the switch was working & adjusted.
The heater element had continuity and proper resistance.
But, still no heat!
Further investigation revealed that there is a "clicker" type thermostat in the heater element. It is "closed" when cold, and provides power until it reaches design temperature and "opens" to prevent "Roasted Ass Syndrome".
But, the thermostat is satisfied at a very low temperature! Almost as soon as the power was applied, it would shut off. It would not overcome the thermal inertia of the seat cushion and allow the seat to feel warm!
The fix was to wire a small toggle switch in place of the t-stat, mounted low on the seat bracket near the console. This allows the passenger to turn off the heat before the "Rump Roast" reaches medium rare...
The seat is nice and toasty for short trips, and, adjustable for longer trips!.
