I assume it is the two smaller freeze plugs in cylinder head and not the two bigger in engine block.
The two small ones, yes the exhaust manifold needs to be removed and YES, the 4 long studs may break but they also MUST be replaced before bolting down the manifold again.
Only a complete idiot would take a chance on reusing the 4 long studs if you don't know the history of the car and that the studs have been replaced very recently. They have a nasty tendency to break when tightening the manifold and then you have to remove everything again to drill them out.
So $300.00 is a pretty ok price with coolant, freeze plugs, manifold gasket and studs. I wouldn't do it for less.
The two big ones are easy to replace with the right special tool to knock the new freeze plugs in place and if you can have the car up in the air working from under when doing the job.
Since it is corrosion on the freeze plugs, it might also have affected the cylinder head gasket and corroded away gasket material so that the head gasket fails at some point. You can't really tell when but with an unknown car with unknown mileage???? It sounds like the mechanic knows what he is doing and is only covering his back from potential hassles in the near future.
He might not have explained it in correct details or you might not have understood it correctly.
If the customer wouldn't understand me and my concerns, I wouldn't touch the car but have him find another shop.
