The flange on the down-pipe side of the cat has studs in it. It looks like they have rusted through. You have a couple options there. You can weld on new studs, or just drill out the old ones and use bolts.
on the intermediate-pipe end of the cat the flange has holes for bolts. Just get new hardware. I always use stainless. Makes it easier to get apart later if you have to.
The flange on the intermediate pipe is hard to find new. I'm not sure how well welding the old flange on to the old pipe will work. A new intermediate pipe is not that expensive if you just want to replace that part.
