Lost horn function

I have a SAAB momo 4-spoke steering wheel the one made in Italy 136.101.029. The horn function has always been inconsistent, then it stopped working all together. Not that I honk at people, but nice to have working. There are two red wires one coming out of each side of the horn buttons tying into a black wire going to the hub, pin on the other side. There are two yellow wires tying into a ground inside the hub. Is it possible the horn buttons underneath the leather are dead? If so, how can you access them?
