Cmyles is correct -- you can however, use an SMBC ( Series Manual Boost Control ) which is nothing more than a spring loaded check valve. Set it for 10PSI to prevent boost hystersis. Not something to be controlled inside the car.....
The things that can be done to prevent boost taper are very involved. You would want to tune your car for maximum stock performance first of all, then you can add a simple SMBC also called a dawes device. For the rally event, you want power down low, not like you are stretching legs out on a straight, so the boost taper shouldn't be an issue for you.
Make sure you you have base boost set to 6psi by adjusting the wastegate arm, and then let the SMBC keep the boost from overshooting in the lower gears by setting it at 10psi.
