because it wasn't there. The previous owner must've removed it during a pad job and never put it (both 14mm caps) back on for some reason. It has probably been 4+ years and the piston adjuster screw is rusted and stuck from the midwestern winters. I'm guessing I'm gonna need a new set of calipers...
