-If I don't have 12V at solenoid, what exactly am I checking for at the big plug from the bottom of the APC box? The big plug is a common place to have a bad connection, so you want to disconnect / connect / disconnect / connect a couple of times to eliminate a "bad connection" as a possible cause.
-"hit it on and off with 12V" = remove/connect the plug to the solenoid while spraying the WD-40. If it is stuck, this might free it up.
