Unfortunately, I don't think there's a Botox solution for the rubber spoilers. Once the smooth top finish from casting them is gone, it's gone. I suppose you could try sanding it down to smooth it out a bit, but as far as I've been able to find out, there is nothing that you can topcoat it with to bring back the OEM finish. I usually just clean it with algecide and some sort of pre-paint cleaner and topcoat with Thompson's Water Seal. It won't be smooth, but it will be clean, deep black and protected.
You'd think that a sprayed-on elastomeric coating would do the trick--bonds well, stays flexible. Unfortunately jet black elastomeric is difficult to come by. The closest I've seen is the Elasto-Seal primer that is used with the Snow Roof Systems roofing products. But that was actually just a real dark gray. I'm not sure it's still that color now. It's been years since I've used it.
