Neil,
Although cooling fan is by-passed by ignition lock but you should see no current if fan is stationary - something is definitely wrong there.
Also int lights/centr locking measurements are much higher then I'd expect to be normal though I don't have any specs on this: 10-20 mA is just about the current that a regular LED (not those powerful Luxeons and Dragons and other 1-3-5-10-50W units) is designed to be driven by.

Just a quick guide:
- 5W bulb eats about 0.5A (500mA) of current
- 21W bulb eats about 2A
- a relay (I mean it's coil) usually goes with 50-150 mA
- low-power LED goes with up to 20mA (50mA for high-flux led)
- 1W bulb (e.g. button backlight) goes with ~100mA
- stereo headunit, amplifier, power ant and similar goodies from good brands eat less then 2-5mA in doze mode
