12.6+ V - fully charged
12.4 V - 75% charged
12.2 V - 50% charged
12.0 V - 25% charged
11.7 V - fully discharged

probably you're referring to some new batts (Ca- or Ag-based ones; or even alkaline batteries). But those old and widely used H2SO4-based batts are designed to show about 12.5 +- 2 (or 3) per cent voltage when fully charged (at 25C temperature). To say for sure whether it's fully charged one definitely needs to check electrolyte density and correlate it with it's temperature.
