Some manufacturers used to say this (I'm talking about you, Volvo...), but Saab never did. There is really no reason to replace anything that the ECU hasn't determined is bad. The SRS ECUs in those cars are far more sophisticated at checking for little wiring problems than any other in the same cars, so pretty much, if there is an issue, the SRS computer will tell you.
(Even Volvo later capitulated, and now says the same thing as Saab.)
I can report from first-hand experience that 12 year old airbags work "just fine", as both fired off (along with the belt tensioner) in my 1999 (Mfr date May, 1998) 9-5 Sedan, after I hit the bear with it...
