I've been working on it today and I finally got the wheels free. I came back to thank everyone and I found your post.

You must have experience with these cars because we were definitely thinking a lot of the same things.

Now we'll see if it I can turn the motor with the car then see if it starts.

Wish me luck.

P.S. I asked the guy from the city if I had a garage and stored the cars in there, would it still be illegal. He said "out of sight, out of mind". I then said what if I cover them with a tarp? He said, I'd still know they're there.
