Had this trouble on both my SPG and another car I did a hydraulic clutch on (had a pickup where one shim got left out putting the slave in, no END of clutch troubles).

You've likely got spacing between the slave and the pressure plate - the volume of the clutch master is so small that it only takes a few hundreths of play to loose a considerable distance of pedal travel.

The biggest indicator here is what you said about working fine under pressure - there is no resistance at the slave cylinder, so even your 20psi pushing fluid down from the resevoir is enough to expand the slave cylinder until it meets resistance (IE, touches the pressure plate fingers), and then when you depress the pedal, you're starting with resistance/tolerance as intended and it operates as designed.

Since the slave is designed to work with even a SEVERLY worn clutch, it's still operating even without the air pressure - you didn't leave a shim or anything in there when you changed the slave did you?
