Don't use Bondo, it is garbage. It doesn't do anything but trap moisture.
If the rust is in the wheel arches(inside the joint where the outer skin meets the inner tub, then that is a problem. It is very hard to get the rust out.
A correct repair would be to remove the outer panel(fender) cut out the rust in the inner tub, refabricate mtal , treat with weld thru primer, and reweld- then seal, the area, and grease, grease grease, as James mentioned.
I definintely get nervous when the rust is between joints. If the car is a something to simply knock about, then you may wish to drive it. Try Eastwood-(google it) There stuff is great- rust encapsulator, etc.
But if you are seeking a mint condition pristine Saab, then it may be better to source.
It is not to imply that the car can not be saved, yet the cost of a professional(thousands) who will do the job properly may exceed the price of sourcing a mint condition Saab easily.
Don't be baited by crooks in bodyshops, with false promises.
Plenty of info on the net_ research professional(industry) sites.
