Correct, that dowel hole is drilled on a slightly smaller bolt circle. Something else interesting about this design is that in a way Saab treats that dowel like a bolt. Normal engine balancing procedure is to balance the crank with all dowels and keys in place and then bolt the flywheel on and balance it but in an early Saab application the crank has to be balanced without the flywheel dowel and of course with it when the flywheel is balanced. Otherwise unnecessary corrections to both the crank and flywheel would have to be made during re-balancing!
