Since it is vacuum driven it doesn't stay closed unless the car is running obviously. When you shut the car off it opens again. Once you start the car, if the switch is in the closed position, it will close. Did you check it with the car running or not running?
I know that the line comes through the firewall in the passenger's footwell and runs up under the knee bolster just above where the ECU is. If you reach under the knee bolster at the very end you can feel it up there, but I'm not sure where it routs to from there.
