I believe that that flap door will only close with the RECIRC button depressed. further there was on earlier models a vacuum supply bottle in the space behind and between the outer fender and the right front inner fender (if you know where the aux fuse is for the top, go back and down) BUT think it was moved to the space where the tools are in the trunk. that bottle is charged.... and then it drives all the flaps inside the dash too. you should be able to turn the engine off and rotate the air baffle knob, and hear the flaps change and a vacuum noise as you cycle it. if these not cycling the bottle is not getting charged. If all is working as it should, the fresh air flap should stay in the position it was set to, even with the engine off.
