Recently in the magazine the Nines there was an article about C900 cooling issues. There was a picture of the thermostat that shows where the holes in the mechanism were supposed to be. Some companies delete those holes and they are are a factor to the operation of the cooling system.
82 degree is in degrees C so he has converted to degrees F. You got the wrong one if you wanted an 82C. The 195F converts to around 90C -- eeuro offers 82C and 89C thermostats.....
What I have found about thermostats is don't go with the aftermarket ones. Stick with the Saab ones though they are more expensive. I suppose if you looked long enough, and knew what to look for, you could source one with the proper 2 hole placement on the lower flange and the one on the upper ( as I recall ).
You can look at your expansion tank and tell if the nipple is blocked off by watching the cooling fluid circulating. After it is hot, the radiator returns the coolant to the expansion tank, and you can see the fluid swirling. Or, you can get to the hose that is attached to the expansion tank, disconnect it and blow into it. Should be able to pass some air through it.
Just a guess, but I would say that getting the proper thermostat OE 82C and a new radiator would be a big improvement. As others have mentioned, the crank pulley and related V belts/tension etc can affect circulation performance, therefore, cooling performance. Good luck -- this takes some effort to replace the rad, but the results are promising. But, I would start with the thermostat first.
