-1v at the pump isn't ideal, but shouldn't make a huge difference, certainly not the difference between no fuel pressure and good fuel pressure. This often happens with old cars as wiring degrades. One solution I've used on non-Saabs is to put a relay back there with a good wire all the way to the battery. Use the existing wiring to pull down the relay, ensuring full battery voltage at the pump. It's minimal work.
If you have a spare pump, maybe swap that in there to see if the symptoms go away or change. Even a used pump should be failing in a different way. :)
I assume you have a good fuel filter in there - not clogged or anything like that. Might be worth changing just to be sure.
Like Paul says, it's hard to diagnose these things until they're actually broken. I'd leave the floor off the trunk and carry around a test light or multimeter. With the floor off, it'll be easier to hear the pump AND if you get a no-start again you can quickly test for voltage at the pump, narrowing down whether the problem is electrical or fuel supply side.
