If it were me, I would put the re-built rack in while the engine's out, despite that fact that there are no guarantees in life. This job is a total PITA with the engine in. As Simon S. noted, re-mans are bored out and sleeved with steel so they are better than the originals.
Inspect and, if necessary, replace the outer sway bar bushings while you're at it. Use polyurethane aftermarket if you want slightly flatter cornering (the black type seems more durable than red); lubricate them with anti-seize to keep the squeaking at bay). Replace the inners with poly (sasab.com) for a bit more flatter cornering.
Replace the PS pump pivot bushing while you're at it, and use a little blue Loctite on the three bolts that hold the pump to the bracket; I've seen a number of these "go away" over time.
Also, I can't recall exactly where it is at the moment, but there's a 12mm nut down there that, if it goes bye-bye, creates a huge headache for the car's owner. It's exactly the same kind of nut used on the hood hinge. It may the the nut for the bracket pivot bushing?
I would also replace the upper LH control arm bushings if they look worn and are cracking, or if you simply plan on keeping the car awhile -- very easy to do with no engine installed.
