Standard thumbtacks or push pins will fall out, you should get a pack of upholstery fasteners, screw-shaped wire with flat plastic heads, and twist them in, if things aren't gone too far on your fabric. You can space them in an almost attractive pattern, about every six inches quilt-like. Get them at a fabric store
If yours is gone very badly, I don't like the idea of removing headliner and backing board entirely, too noisy and ugly. But I have heard of removing the fabric, cutting it carefully around the edges with a razor blade, then rubbing, wirebrushing or sanding all the crumbling foam off the base.
That base is a kind of puffy fiberglass-based product. I believe you could paint its surface with say PVA drywall primer, which would give a nice off-white matte finish not far from the original look.
