AMM is the basis of everything.
O2 only alters mixture when up to temp, and then, all it does is fine-tune mixture.
12V is not really enough of a test of of the AIC to rule it out; because its a pulse-width controlled solenoid. You need to know that it works smoothly across its whole range, not just that it reacts to 12 VDC.
