I've struggled with that same question. Of the 15 or 20 engines I've torn down it seems like almost all the tensioners were extended 11mm if you measure the notched shaft or 13mm if you measure to outer end of the plunger. I replaced two chains because I had that engine torn down and did a bunch of head gaskets without replacing the chain. I and others just drove them several 100 thousand miles without chain breakage. I have figured that with the cars reputation of not breaking chains and being in the ball park of the measurement that it was OK to just slap the gasket in and drive it. On one of the engines with a new chain I checked the tensioner extension figuring it would like around 5mm. It was maybe 2 mm less than the high mileage chains on the other engines.
