actually, the ball-joint unit is held in the A-arm by friction and compression from the bolt head and the nut. I.e. if you loosen those bolts, then you'll smash your A-arm in a very short ride - those holes will be damaged and the A-arm itself will most probably crack.
As for the speciality of those bolts - yep, indeed. But you can make your own ones using ordinary M10 bolt and heat-shrinking tube to make it 11mm dia (most heat-shrinking tubes add extra 1mm in dia if in since layer). Haven't tried this solution in a long run, but it should work.
Btw, I made a mistake about torque specs for those bolts: 40-55 Nm. Twice much as the spark plugs, but twice less then wheel lugs/bolts.
